PAMS Concept.  PAMS is USARPAC's most important Theater Security Cooperation Program (TSCP) event.

By design, it is a multinational military seminar providing a forum for senior-level (lieutenant colonel to major general, or national equivalent) officers from regional ground forces to exchange views. Not only a forum to further understanding of subjects studied, but also an opportunity to establish and enhance a set of strong interpersonal relationships among the future leaders of regional armies. PAMS has proven itself as a solid contributor to the shared goal of regional stability.

PAMS Construct.  PAMS is organized around a theme and several related topics.

Following keynote addresses by distinguished speakers from the co-host nations and opening remarks by the co-hosts (Commanding General of USARPAC and another regional ground force national commander), the delegates will hear guest speakers (national senior military officer or civilian experts) on each topic. This presentation will then be followed by a facilitated question and answer period in plenary session. The delegates then separate into syndicates (20-25 delegates in each syndicate) to discuss and develop the topic further. The discussion of each topic will be concluded in a plenary session where the syndicates brief their findings.
