China’s Hu Attends the G-20, APEC, and Conducts Four State Visits

Assessment: China’s President Hu Jintao spent 14 days abroad, conducting four state visits and attending two summits, the first being the G-20 in Washington, where he outlined China's plans on responding to the international financial crisis and presented measures Beijing is taking to ensure China’s financial stability and continued economic development. In Lima, Peru, at the APEC Leader’s Summit, he made proposals on furthering Asia-Pacific regional cooperation in dealing with the world financial crisis. During his state visits to Costa Rica, Cuba, Peru and Greece, he met with each leader and discussed the development of expanded bilateral ties and friendly cooperation, symbolic in appearance but mostly void of any substance. In Lima, Hu and his Peruvian counterpart, Alan Garcia, made the most concrete agreement of his trip, announcing the conclusion of a bilateral Free Trade Agreement (FTA), further cementing China’s dominance in Latin/South American ties over Taiwan’s efforts in the area.
