Second Session of the 11th National People’s Congress
Assessment: The Second Session of the 11th National People's Congress (NPC), China's top legislature, concluded in Beijing, completing a nine-day agenda. Not the ordinary ‘rubber stamp’ session by China’s usual standards, this assembly was the first full parliamentary meeting since the worldwide financial meltdown began, and the focus was all about how to keep the country from succumbing into the economic global morass. Lawmakers endorsed a government work report delivered by Premier Wen Jiabao that called on the nation to promote economic and social development and outlined an all-around stimulus plan to shore up the economy amid the global downturn. Wen opined that 8% growth was obtainable this year considering the massive economic stimulus plan outlined last November. Providing the slowing economy doesn’t trigger an explosion of discontent among the unemployed and that unrest in Tibet does not erupt during the 50th anniversary of the “peaceful fight,” China may advance unscathed.
